Trivedi AN, Zaslavsky AM, Schneider EC, Ayanian JZ.  Relationship Between Quality of Care and Racial Disparities in Medicare Health Plans.  JAMA   October 25, 2006; 296 (16): 1998—2004.
This study assessed the variations among 151 Medicare health plans in both overall quality and racial disparity.  Outcome measures studied were specific levels for hemoglobin A1c, and cholesterol, as designated for enrollees with and without diabetes and for those who had had a coronary event.   Blood pressure measure was designated for those with hypertension.  The clinical performance was 6.8% - 14.4 % lower for black enrollees than for white enrollees.  About 70% of the disparity was for black and white enrollees within the same health plan.  Correlations between overall quality and racial disparity were small and not statistically significant.  There was only one health plan that ranked both high quality and low disparity on more than one measure.
