EXECUTIVE MANAGEMENT:

Directed a large Aviation Technical/Operational Test Center reporting directly to a Major General located at Test and Evaluation Command, Aberdeen Proving Grounds, MD. The Center consisted of 856 personnel including Aeronautical, Mechanical, Human Factors Engineers, Experimental Test Pilots, and Contract Specialists who designed, conducted tests and published final reports. Consistently brought research and test programs in on time, under cost, while meeting all performance criteria.

ACADEMIC DEPARTMENT CHAIRMAN:

Chairman/professor of a major academic department responsible for developing and administering education programs, establishing and validating university curriculum, supervising a department of 12 instructors and support personnel, managed an annual budget of $365,000.
Planned, coordinated, and directed the instruction and training for approximately 185-200 ROTC students taking basic and advanced level managerial/leadership courses. Established overall department objectives and implemented plans that improved the quality of instruction. Improved training efficiency and student performance and knowledge by revising or developing new instruction in leadership and communicative skills, and by establishing policies that promoted leadership development. Developed an outstanding marketing and recruiting plan that consistently enrolled and retained qualified cadets. Expanded the ROTC Basic Courses to three cross-enrolled colleges.

INSTRUCTOR:

Faculty member in the College of Public and Allied Health, Department of Environmental Health. Prepared final findings debriefed and defended results with senior Army officials and provided instructions on required safety, health and environmental measures. Ensured the testing did not harm wildlife, the ecological systems, or the surrounding communities. Obtained certification in Hazardous Materials Handling, Moving and Storing of Hazardous Waste. Provided reviews of the Department of Defense, Department of Energy, Department of Transportation, and Environmental Protection Agency's programs for Environmental Restoration and Waste Management. The reviews ensured that testing met or exceeded the regulatory requirements for compliance with the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, and the Toxic Substance Control Act.

PROGRAM MANAGEMENT:

Directed and supervised a fast-paced classified Army Aviation foreign Material Helicopter and Weapons program worth over $50 million. Responsible for program justification, costs, risks and schedules. Worked directly with Army Aviation program managers is executing the Test and Evaluation Master Plan, which included the testing of the Army's major and minor developmental and fielded Aviation systems. Directed and supervised a research and developmental program for the Grisly Hunter Program. A major effort in the President's War on Drugs, where engineering development and technical and operational testing was integrated into a single coherent package to provide the Drug Enforcement Agency an aircraft that was multifaceted and met mission requirements. Consistently brought research and test programs in on time, under cost, while meeting all performance criteria.

PERSONNEL MANAGEMENT:

Actively managed organizations of varying sizes, coordinating the effective use of from 15 to 887 personnel. Personally recruited, assigned, trained and evaluated mid-and senior-level managers. Recognized by corporate headquarters for always meeting staffing and productivity goals. Established a Total Quality Management Program for the Test Center and trained 100 percent of the personnel.
